  • Responsibilities

    CHEVO is hiring a CPIC Analyst to join our Department of Homeland Security team. The successful candidate will work as a member of the engagement team providing the day to day support for a government CPIC program and the IT Investment Management process. The ideal candidate will have supported a CPIC team in the tasks associated with budget analysis and return on investment. The location is Washington, DC and is Metro accessible.

    DUTIES AND RESPONSIBILITIES:

    • Provide Capital Planning and Investment Control (CPIC) expert knowledge and support for the investments in the Human Capital, Financial, and Mission systems portfolio. Support shall include the Resource Allocation Plan (RAP) and IT RAP submission process as specified
    • Provide skilled expertise and knowledge support for the Business Case submissions
    • Update all relevant five fiscal year RAP, IT RAP, and five fiscal year Exhibit 53 data in these DHS systems: INVEST 
    • Provide support for the five fiscal year submission of the Consolidated Business Case
    • Assist with consolidating monthly reporting data and updating the DHS INVEST system in support of the Federal IT Dashboard reporting

    REQUIRED SKILLS

    • Bachelor's degree or equivalent experience.
    • 5 to 8 years of related federal CPIC technical experience.
    • Have practical experience, and be trained in DHS INVEST and the Capital Planning and Investment Control field per OMB Circular A-11
    • Experience with the development and review of OMB 300/53 business cases and understanding of the full federal appropriations cycle
    • Hands-on business analysis experience in an IT/IS environment
    • Strong quantitative skills and comfort working with, analyzing, and synthesizing budget and program data
    • Knowledge of the CPIC process, techniques and governing laws
    • Experience with the OMB budget formulation and execution process
    • Must have the ability to work well with clients to determine requirements, and execute a plan to meet those requirements in a timely and efficient manner

    DESIRED SKILLS

    • Previous experience working within the Coast Guard IT environment
    • Experience reviewing, scoring and updating investment business cases
    • Knowledge of project management principles as promulgated by the PMI
    • Strong customer service and interpersonal skills
    • Excellent presentation & communication skills in both oral and written form
    • Genuine desire to learn is essential
