Sircon Consultant

Duration: April start, 1 year anticipated duration

Travel: Potential for travel to Sacramento, CA

Security: US citizen (subject to potential background checks)

Rate: $40-$70/hr

Background:

The purpose of this Request for Offer (RFO) is to obtain qualified experts to assist the California Department of Insurance (CDI) in an effort to support CDI’s software systems. CDI’s systems use a variety of technologies that require specific highly technical skill sets to fully support the systems. Consultation, support, knowledge transfer and programming tasks are needed on various levels. The Contractor will be utilized to provide technical support and programming services to the Producer Licensing Bureau (PLB) and other parts of the Department under the direction of the Applications Development and Maintenance Bureau (ADAM), CDI Information Technology Division (ITD).

The CDI systems are utilized to process information submitted to the Department from individuals and business entities. The systems handle all components of insurance licensing, consumer and protection services in terms of application intake, renewals, continuing education, etc.

CDI has built several applications that utilize the Oracle database. These sub-systems are written in APEX, Java, Oracle Forms & Reports, and Web PL/SQL. Applications written in Java run on Weblogic 12c.

CDI uses a COTS application, Sircon powered by Vertafore, to support regulatory State insurance compliancy. In-depth background on this product, as well as experience, is necessary to ensure data replication is performed timely and accurately. This knowledge is also required to ensure changes to interfacing applications do not negatively affect the day-to-day usage of this COTS application.

Required task:

Provide support and maintenance for in-house licensing applications and interfaces to regulatory licensing COTS applications including Sircon powered by Vertafore.

Required Experience:

At least 3 years, within the last 10 years, of experience maintaining Sircon powered by Vertafore regulatory licensing software.
