    SECO Energy is a not-for-profit electric distribution cooperative serving over 200,000 families and businesses across seven counties in Central Florida, making SECO Energy the third largest electric co-op in Florida and the sixth largest in the nation.

    General Purpose of Job: This position is responsible for performing construction, maintenance and service restoration on both energized and de-energized overhead and underground distribution and transmission lines and facilities; assist in planning jobs to ensure compliance with safety and construction standards; drive and operate line vehicles as well as assist in stocking trucks with tools, parts and equipment.

    Education and Experience:

     

    Required for 1st & 2nd Class 

    • High School diploma or GED.

     

    Preferred for 1st and 2nd Class:

    • Job experience with a distribution electric utility or related industry.
    •       Qualification in transmission line work.

     

     

    Required for 1st Class:

    • Certification as a Journeyman Line Technician from an accredited line worker apprentice program with a minimum of one year experience as a fully qualified Line Technician 1st Class/Journeyman or equivalent. 
      • The equivalent job experience without the Journeyman Certification for consideration will be a minimum of five (5) years combined progressive experience with one or more electric distribution companies or utilities. 

      • Experience in overhead and underground distribution construction, maintenance and troubleshooting.

     

    Required for 2nd Class:<span

    •   Line apprenticeship training or other related continuing education required for progression in classification.
    •    Minimum of two years progressive experience in the construction, maintenance, installation/removal of equipment on overhead or underground distribution electric facilities.

     

     

    Knowledge, Skills and Abilities:

    1st Class

    • Thorough knowledge of construction, operation and maintenance of all overhead and underground electrical distribution facilities and transmission line equipment as well as substation equipment and operation; clearances, working space and maintenance requirements by the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.

    •   Solid understanding of electricity, mathematics and reading comprehension.

    • Ability to demonstrate the following skills to include, but not limited to:

    • Strong aptitude with materials and equipment utilized in the construction and maintenance of overhead feeders and tap-level installations and ability to perform productive line work.

    • Proficient in the safe use and operation of digger-derricks, bucket truck and other related electrical construction tools and equipment.

    • Demonstrated skill in pole climbing and working from a bucket; ability to perform first aid, CPR and pole-top and bucket rescue.

    •    Understanding and ability to interpret line construction drawings; acquire knowledge of SECO Energy’s switching and tagging procedures, RUS construction units, material components and assembly specifications

     

    2nd Class

    • Demonstrated aptitude and commitment to successfully progress in the classification within prescribed time frame for qualification through testing and observation to advance to the position of Line Technician 1st Class within eighteen (18) months.
    • Ability to acquire and demonstrate acceptable knowledge and skill of the following, to include but not limited to:
      • Proficiency in electrical math, reading and writing skills and a clear understanding of electricity and distribution power.
      • Understanding of construction, operation and maintenance of energized and de-energized overhead and underground electrical distribution facilities; clearances and working space requirements by the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.
      • Read and interpret line designs; knowledge of material components, assembly specifications and equipment utilized in the construction and maintenance of overhead and underground construction.
      • Safely operate digger-derricks, bucket truck and other related electrical construction tools and equipment.
      • Skill and ability to perform productive line work on 600 volts and below, without supervision; and perform productive line work on voltages above 600 volts, with direct supervision.
      • Skill in pole climbing and working from a bucket; perform first aid, CPR and pole-top and bucket rescue.
      • Acquire knowledge of SECO Energy’s switching and tagging procedures.

     

    1st & 2nd Class

    • Ability to operate a variety of office equipment including personal computers with ability to enter and extract data; printers, telephone, radio communications equipment; and ability to acquire skills in the use of applicable corporate software programs and Global Information Systems (GPS) as they relate to the position.
    • Effective communication skills including written, verbal and listening and a customer service attitude to interact with employees, management, contractors, customers, and the public.
    • Ability to work independently and in a team environment to accomplish established goals and meet deadlines; to manage stress and pressure in a frequently changing environment.
    • English is the primary business language. Second language in Spanish is desirable.

     

    SKILLS VERIFICATION:   The skills required for this position may be verified through a combination of education, experience, interview questions and technical skills exercise(s).

     

    Living Requirement: Employees in this classification must live within a 30-mile radius from the assigned reporting work location. Employees who live a greater distance from the work center must relocate within their first six (6) months in this position. A maximum of one (1) hour will be allowed for response to call-outs.

     

    General:

    • Valid Florida Class A Commercial driver’s license without air brakes restriction and without number 5 Tractor-Trailer restriction for regular driving privileges of cooperative vehicles; must have and maintain an acceptable driving record as determined by the Cooperative.
    • Successful completion of a pre-employment job classification knowledge assessment and post-offer medical exam, drug screen and background check.

    1st Class

    • Safely construct, maintain and restore all phases of electrical line construction which includes residential, commercial, overhead and underground, and transmission facilities, as directed. Climb poles of all types as needed and perform jobs off the poles including changing out cross-arms, transformers, conductors, etc. as needed.
    • Perform work on energized lines and switching operations, as directed.
    • Drive and operate bucket truck, digger-derrick, trencher, forklift and other equipment needed to frame and set poles, lay wire, tie wire, connect and disconnect services, etc.
    • Patrol and inspect lines for problem areas; be alert to observe any unsafe or unsatisfactory condition and report problems in a timely manner.
    • Assumes responsibility and maintain assigned tools, materials and equipment in a safe and efficient condition. Maintains vehicle and ensures vehicle is stocked with proper material.
    • Use specialized hot line tools and equipment for restoration of service, as required.
    • Respond to power outages and customer problems; trouble shoot and take proper corrective action to restore service in a timely manner.
    • Handle outages by locating and clearing line trouble; reset sectionalizing devices and complete outage reports and damage reports, as required.
    • Respond to customer inquiries in the field and refer them to the proper area for assistance, as needed.
    • Maintain required records, accurate daily time sheets and charge time to proper accounts.
    • Maintain adequate clothing and personal protective equipment for purposes of health and safety protection.
    • Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.
    • Guide and assist in training apprentice line personnel.
    • Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.

     

     

     

     

     

    2nd Class

    • While receiving supervision, perform the following duties to include, but not limited to:
      • Assist journeyman technicians in the safe construction of all phases of electrical line construction which includes residential, commercial, overhead and underground facilities, as directed.
      • Climb poles as needed and perform work off the pole including changing out cross-arms, transformers, conductors, etc. as needed.
      • Perform work on energized lines on 600 volts and below, without supervision as directed.
      • Perform work on energized line on voltages above 600 volts, with supervision as directed.
      • Drive and operate bucket truck, digger-derrick, trencher, forklift and other equipment needed to frame and set poles, lay wire, tie wire, connect and disconnect services, etc.
      • Maintain assigned tools, materials and equipment in a safe and efficient condition.
      • Maintain line vehicle and ensure the truck is stocked with proper material.
      • Use specialized hot line tools and equipment with supervision, as directed.
    • Maintain required records, accurate daily time sheets and charge time to proper accounts.
    • Maintain adequate clothing and personal protective equipment for purposes of health and safety protection.
    • Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.
    • Assume responsibility for assigned tools, materials and equipment and maintain in a safe and efficient condition.
    • Continue to obtain knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.
    • Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.
    • Respond to customer inquiries in the field and refer them to the proper personnel for assistance, as needed.

    The physical demands and work environment described here are representative of those that must be met by or those an employee encounters to successfully perform the essential functions of this position.     • The normal work week shall be five (5) consecutive eight (8) hour or four (4) ten (10) hour days excluding the thirty (30) minute meal period, beginning and ending at midnight Monday (end of Sunday), between the hours of 6:00 a.m. to 6:00 p.m. Rest days shall be consecutive. 
      • The Cooperative will determine if an eight (8) hour or ten (10) hour schedule will be used and shall establish the normal schedule of starting and quitting time.
      • The Cooperative may deem it necessary to modify work schedules for this classification from time to time and offer various shifts as per the current labor agreement.
      • Shift schedules may be changed by giving a 36-hour notice of the changed schedule.
    • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations and outside of regular assigned shift; ability to work overtime, on-call and availability to respond to call-outs and maintain an acceptable call out response.

     

    While performing the duties of this job, the employee must not exceed the manufacturer’s weight rating for pole climbing equipment of 350 pounds loaded weight; physical ability is required to lift up to 75 lbs. shoulder-height and above; occasionally lift 100 lbs. chest-, waist- and knee-high; occasionally carry items up to 125 lbs. with two hands (75 lbs. with one hand); occasionally push and pull weight in excess of 50 lbs.; climb and work off of poles, ladders and other structures that may be 40 to 110 ft. high; work in and around energized lines with supervision; work long hours in adverse weather conditions with frequent and continuous standing/walking and occasional sitting; walk on uneven terrain that may involve wet, rocky or muddy conditions; bend, stoop, squat, crouch, crawl, get in and out of vehicles, twist and kneel; balance, reach, operate controls with hands; talk or hear. Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

     

    This position has extensive driving and field work and is required to climb poles and work at elevated heights; physical strength and ability to do strenuous manual work under varying weather conditions; wear specialized protective or safety equipment; operate heavy machines and equipment, power and hand tools. Work performed is in close proximity to hot line construction and maintenance of energized conductors and is occasionally exposed to inclement weather conditions and risk of electrical shock.  The employee is occasionally exposed to high, precarious places or confined spaces; fumes or airborne particles; toxic or caustic chemicals. The noise level in the work environment is usually moderate to loud.

     

    Safety:

    • Demonstrate a thorough knowledge and comply with all applicable SECO Energy safety rules, policies, practices and procedures.
    • Attend and actively participate in all Job Briefings and Safety Meetings as required.
    • Be alert to any safety hazards involving SECO Energy equipment and notify appropriate personnel immediately.
    • Use all required safety protective equipment and utilize all SECO Energy equipment in a safe and efficient manner.
    • Operate and maintain cooperative vehicle in a safe manner and obey all federal, state and local laws applicable to the operation of the vehicle; drive at safe speeds no greater than that permitted by law or other speed control signs or devices.
    • Ensure company vehicle is inspected before use and problem areas are reported; ensure vehicle is kept clean and organized with supplies.
