The Job
The Nooks Director of Operations is selecting a multidisciplinary Industrial Security and Business Operations Professional to join the Nooks at National Landing Operations and Security Team.
Nooks is searching for Security Professionals passionate about the evolution of the Industrial Security Community. This is a multidisciplinary Industrial Security and business operations position for an exceptional security operator to support customers at all classification levels. The selectee will be a member of a small, high performing security and site operations team in Arlington, VA. The ideal candidate has excelled in their role as a Contractor Program Security Officer (CPSO or ACPSO); Program Security Officer (PSO); Program Security Representative (PSR) or Program Security Manager and has a comprehensive knowledge of NISPOM, SCI, and SAR facility operations. Candidates must be able to prioritize and implement best security practices and provide exceptional customer service. The selectee will provide onsite security services for a newly accredited area and directly participate in the design, security construction planning, accreditation, and operation of a new facility at the same location. In addition to security operations, this selectee will directly participate in the evaluation and improvement of on-site security and business operations, policies, and technologies. Contributing to improved operations based on experience, innovative concepts, and new technology solutions will be extremely valuable.
Eligibility Requirements:
Competencies: 32 CFR Part 117 (NISPOM), NISPOM PERSEC, NISS, DISS, ICD 705, SCI PERSEC, SAR PERSEC. NISPOM, SCI, and SAR personnel and facility security management databases, DD 254 drafting and administration, FCL sponsorship and processing, eQuip and initial and periodic investigations, adjudicative guideline and reporting, Security Awareness Training Education (SATE), security incident response/investigation/reporting, NISPOM and ICD 705 Construction planning and security.
General Responsibilities:
Nooks PERSEC Operations: Engage directly with Nooks' Customer and Government Security Representatives to manage access, eligibility, visits, and reporting at all levels of classification (NISPOM, SCI, SAP).
Customer PERSEC: Similar to Nooks PERSEC Operations, manage PERSEC for Nooks' customers with and coordinate with Government Security Representatives.
Physical Security and Construction Management: Play a critical management role during Nooks accredited facility construction projects by interfacing directly with vendors at every phase of construction and with Nooks site leadership during facility lifecycles. The selectee will work closely with Director of Operations, Nooks Site Leaders, and individual contributors to ensure consistent communication and capture best practices and identify shortfalls during each project to improve Nooks operations on the grand scale.
Security and Operations: Identify, evaluate, and select capabilities and systems essential to site security operations and Nooks operations across the organization. This Lead works closely with the Director of Operations to implement these capabilities during construction planning and at times will be responsible for making implementation decisions.
Serve as the entry point of contact for scheduled and walk-in customers and perform ad hoc security services as required
Exercise tact and discretion in handling sensitive information and situations
Manage all aspects of the National Industrial Security Program (NISP) security activities within the facility, including document control, visitor control, and personnel security
Provide/ verify initial security briefing to new employees and customers/ visitors, and debriefings for terminated employees/ customers under Nooks cognizance
Experience with facilitating an Insider Threat Team in accordance with NISPOM guidance
Ability to deliver Security Education and Training in accordance with DoD, Specific Customer and NISPOM guidance and requirements for cleared and non-cleared personnel
Write and administer necessary standard operating procedures in accordance with the NISPOM
Investigate and report all security violations as prescribed in the NISPOM
Perform incident/adverse information reporting
Conduct periodic self-inspections as directed by the NISPOM
Prepare for and participate in the DCSA facility security assessment
Working knowledge of security related programs, i.e., DISS/NBIS, NISS, eQip, etc.
Working knowledge of the Microsoft Office suite of products
Ability to deliver clear oral and written guidance to diverse audiences
(Preferred) Working knowledge of COMSEC
Strong working knowledge of the management of classified Information systems and DoD Closed areas (Top Secret Open Storage Areas)
Experience managing Intrusion Detection Systems and Access Control Systems in accordance with DoD, NISPOM and UL standards
Perform program security administrative tasks and duties i.e. filing, updating logs/lists, supplies, coordination with internal and external customers
Maintain classified material accountability records to include inventory lists, receipt and transmittal records, and final disposition documentation
Working knowledge in the preparation and maintenance of prime and subcontract DD 254s. Implement required security controls as prescribed in the DD254, SOW, and SCG.
Review and verify personnel security clearances and SAP/SCI accesses through queries to government security databases and systems (JADE, DISS, SIMS, SCATTERED CASTLES or similar data base)
Perform initial access eligibility determinations and create PARs and SCI nominations
Perform the duties of a Top-Secret Control Officer (TSCO) as required
Generate and/or review Program Access Request (PAR) packages
Ensure all classified materials are marked and controlled in accordance with contractual requirements
Interpret and implement security classification guidance
Implement required security controls as prescribed in the DD254, SOW, and SCG
Develop and maintain various security artifacts including the Standard Operating Procedures (SOP), transportation plans, OPSEC plans, and Program Protection Implementation Plans (PPIP)
Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers on actions(s) to be taken to ensure compliance with the classified security program
Maintain liaison with government agencies, external customers, contractors, employees, and managers
Develop/maintain program Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records
Provide necessary information to Information System Security Team and Information Technology Team for the implementation and maintenance of classified systems accredited under the RMF
Participate in the planning for new classified systems and use of new technologies with Information Security Team and assist with the System Security Plan
